BENEFITSTHE DIVISIONThe City of Santa Barbara’s Clean Community Division oversees the integrated solid waste programs for the City, including the City’s franchise solid waste hauler agreement, as well as the administration of the Clean SB program - a suite of community benefit programs including litter abatement and reduction, hazardous waste compliance, abandoned waste management, and encampment response.
The division’s primary focus is to design services and build programs that will reduce solid waste generation at its source, maximize the diversion of remaining solid waste streams, and keep Santa Barbara waste and litter free.
THE POSITIONThe City of Santa Barbara Sustainability and Resilience Department is seeking a proven and dynamic Clean Community Manager.
Under administrative direction, this position plans, manages, and coordinates the division’s programs, including budgeting, staffing, capital projects, environmental policy, and research and reporting.
This position is primarily responsible for the negotiation and management of the City’s franchise contracts with the City's refuse haulers; the administration of the Clean SB program and its suite of services; serves as City's representative in matters related to solid waste and abandoned waste management, advises on legislative and compliance activities, coordinates assigned activities with other divisions, departments, and outside Federal, State and local agencies; performs related duties as assigned.
DISTINGUISHING CHARACTERISTICSThe Clean Community Manager is a division management level classification, with broad responsibility for City solid waste reduction and management programs such as refuse collection and disposal, residential and commercial recycling and organics diversion, abandoned waste mitigation, environmental hazard mitigation, and other clean community-related efforts.
The Clean Community Manager is responsible for waste-related capital projects and consumer rate analyses and participates in long-range planning and evaluation of this utility-type service.
This manager also oversees the Clean SB program which coordinates the management of abandoned waste, encampment clean ups, litter abatement, and shopping cart retrieval.
The Environmental Services Manager is distinguished from the other municipal managers by its specialized knowledge of regulatory compliance, contract management (particularly in solid waste, neighborhood improvement programs, and community support) and program development and administration.
EXAMPLE OF DUTIES Knowledge of: Supervisory principles and performance evaluation practices; employee motivation and accountability.
Modern and complex principles and practices related to integrated waste management and related community and environmental impacts.
Innovative waste reduction and effective neighborhood improvement programs.
Project management principles and program evaluation practices.
Community outreach and education social marketing strategies including understanding different community audiences, reaching specific target groups, providing a layperson perspective on complex technical issues, and developing mechanisms to motivate community members to adopt environmentally sound behaviors.
Federal, State, and local laws, codes and safety regulations regarding integrated waste management, recycling and composting programs, and municipal code enforcement.
Statistical principles, data collection methodologies, and research and surveying techniques associated with solid waste management, reduction, and diversion programs and rate assessments.
Budgeting and purchasing practices; contract and grant administration practices.
Customer service principles and public relations practices.
The uses of advanced computer resources, including Geographic Information Systems (GIS), in service delivery and the achievement of management goals.
Skills in: Developing and supporting strong, connected teamsOperate personal computer hardware and use purchasing and inventory software, and related word processing, database, and spreadsheet software programs; operate a calculator.
Operate a motor vehicle.
Ability to: Oversee and direct the operations, services, and activities of the Clean Community Division’s Solid Waste and Clean SB Programs.
Plan, organize and implement division goals, projects, policies and programs.
Organize work and the work of others, provide guidance, and set clear expectations.
Provide strategic leadership, accountability, and motivation to the Division.
Analyze trends, scientific research, and legislation related to integrated solid waste management.
Operate computer hardware and use information systems and related word processing, database, spreadsheet, and GIS and mapping (ArcGIS) software programs; operate a calculator.
Work across stakeholder groups to coordinate Clean SB activities such as abandoned waste remediation, encampment cleanups, litter removal, neighborhood clean ups, and public waste containers.
Navigate politically sensitive situations, build consensus.
Make public presentations.
Prepare and administer large and complex budgets for capital and operating expenditures related to resource management, and grant programs.
Write and review complex staff and agenda reports related to programs, laws, and issues.
Solicit community involvement and effectively communicate policy and procedural positions to City Council, Sustainability Committee, other boards and commissions, community groups, staff and the general public.
Interpret and apply local, State, and Federal laws, regulations and proposed legislation.
Prepare clear, concise and complete reports and correspondence.
Select, train, supervise, coordinate and evaluate staff.
Set performance standards and hold employees accountable for meeting those standards.
Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
Research, analyze and evaluate new service delivery methods.
Work cooperatively with staff, management, vendors, contractors, and others encountered in the course of work.
Communicate clearly and concisely, both orally and in writing.
Exercise judgment with general policy guidelines.
Work independently.
EXPERIENCE AND TRAININGAny combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be: Experience: Three (3) years of progressively responsible experience in municipal solid waste involving public policy or public agency management, and supervision, preferably in a governmental agency; or an equivalent combination of training and experience.
Education and/or TrainingBachelor's degree in Environmental Science, Natural Resource Management, Public Administration, Urban or Regional Planning or a closely related fieldLicense, Certificate and/or Other RequirementsA valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy.
