Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary of Job Duties Leads the team that co-manages all employment activities for the 400+ employees of the Earth Research and the Cheadle Center for Biodiversity and Ecological Restoration.
Under the general direction of the ERI MSO, the Personnel Manager is responsible for providing professional judgment, and leadership services for the Institute in the area of human resource management, payroll, and all affiliated activities.
In collaboration with the ERI personnel team, provides expertise, oversight, and guidance in the full-range of staff and academic personnel policies and procedures.
Manages sensitive and confidential information and effectively and collaboratively interacts with a broad range of academic and staff personnel.
Collaborates with MSO and colleagues across campus on operational issues.
Designs and implements operating policies and procedures to advance the overall research mission of ERI.
Job Functions and Percentages of Time: Academic Personnel, Staff & Student Administration, 60%: Oversees all major aspects of the Institute's human resources and payroll activities to ensure compliance with academic and staff personnel policies, collective bargaining agreements, and State and Federal Labor requirements.
Provides expertise and guidance for decisions requiring matters.
Oversees and coordinates unit staff in the management of Academic merit and promotion cases for professional researchers, project scientists, specialists and academic coordinators.
Reviews all unit cases prior to submission to ensure adherence to policy and accuracy of information.
Creates and maintains rosters for Academic merit and promotion eligibility and staff performance evaluations, providing counsel and guidance on policies and deadlines to PIs, supervisors and staff.
Consults with MSO on layoffs and complex disciplinary situations.
Possesses thorough knowledge of Academic "Red Binder", union agreements and PPSM policies.
Advises and consults with administrators, professional researchers, faculty, and staff regarding policy interpretation and application.
Recommends course of action/solutions for situations not directly covered by policy.
Performs analytical analysis and provides solutions that may require a combination of standard and innovative approaches and methods.
Collaborates with the following units in the development and review of new and revised policies and procedures impacting personnel and payroll: Academic Personnel, Office of Research, Office of International Students & Scholars and the Office of Equal Opportunity & Sexual Harassment/Title IX and OISS.
Payroll, Benefits and Record Administration, 20%: Analyzes the appropriateness of expenses for a given funding source an verifies the integrity of payroll and benefit information posted to the financial system.
Works with the ERI Financial Analyst on complex payroll ledger issues requiring strong payroll and benefits expertise.
In coordination with BFS, Financial Analyst and ERI C&G team works to resolve problems as quickly and efficiently as possible.
Serves as departmental benefits representative (DBR) and coordinates and informs academic personnel, staff, and student employees with benefits information when appropriate.
Stays abreast of policy changes and campus guidance relating to records administration.
Implements and oversees unit procedures regarding electronic filing, records retention, etc.
Research/C&G, 15%: Ensures that HR transactions related to contract and grants are in compliance with institutional and research sponsor policies.
Requires research and analysis of terms and conditions related to 90+ funding agencies, application of the appropriate restrictions to any related HR transactions, and proactively addressing any issues (e.
g.
extramural agency approval required for changes in classification, wages, or hours worked).
With understanding of Contract and Grant restrictions and limitations relating to various awards and agencies, appropriately advises Principal Investigators on classifications and employment activities.
In conjunction with Contracts & Grants Team counsels PIs regarding salary projections and employment planning, understanding the restrictions and limitations for various project, to determine appropriateness of expenses prior to completing any HR/payroll activities.
Completes analysis regarding appropriateness of funding, including ability to rebudget if required, prior to completing any HR activities or payroll/appointments.
Supervision, 5%: Manages ERI's Personnel unit staff.
Provides training, leadership, direction and mentoring to ensure effective operation of the unit.
Sets priorities and expectations for staff performance, establishes schedules, deadlines, and timelines so that Unit meets all of its operational goals.
Monitors and adjusts workloads between unit analysts as necessary.
Ensures a high level of customer service and professionalism is provided.
Other duties as assigned to meet departmental goals.
Required Qualifications Position requires a high-level of initiative, problem solving ability, independence, judgment, a strong professional orientation, effective verbal and written skills, and the capacity to organize and handle a wide-range of responsibilities accurately and consistently.
Preferred Qualifications Thorough knowledge of UCSB financial processes, policies and procedures.
Strong proficiency in the use of spreadsheets.
